Pull the card statements, the accounts payable ledger, and the usage logs, and build one honest list of every cloud service and subscription you fund. Half the battle is seeing the whole picture in one place. Anything nobody can explain is a candidate to cut.
When someone leaves, their accounts and licenses should be shut off the same day, every time, from a written checklist. Skip it and the subscriptions keep billing for people who are gone. It is also a security fix, because an active account for a former employee is one of the first doors an attacker tries. Have your team or your provider sweep the environment on a schedule. Storage volumes that are not attached to anything still cost you, so snapshot what retention requires and delete the rest. Same story for idle virtual machines that run all month for nothing and instances sized far bigger than the workload needs. None of this is glamorous. All of it shows up on the bill.
Cloud spend rewards attention. A business that reviews what it runs a few times a year keeps the bill tied to what the work actually needs. If your cloud costs have been drifting up and you cannot say exactly why, that is worth an hour.
